NCAA sanctions RwandAir over consumer protection infractions.

Saturday, September 12, 2026 - The Nigerian Civil Aviation Authority has sanctioned RwandAir over consumer protection-related infractions.

The NCAA spokesperson, Michael Achimugu, announced this in a post on his personal X handle on Friday.

The regulators imposed a N15m fine on the airline for its failure to resolve a passenger’s baggage complaint within the stipulated timeframe.

The regulatory authority said the sanction followed the airline’s failure to address the baggage issue in accordance with the provisions governing consumer protection in the Nigerian aviation sector.

Additionally, the NCAA directed RwandAir to replace the passenger’s damaged baggage and pay $170 as first-need compensation.

The NCAA said the compensation was in line with the provisions of Part 19 of the NCAA Regulations 2023, which provides for compensation and other remedies for passengers affected by baggage-related issues.

The sanction underscores the authority’s commitment to enforcing consumer protection regulations and ensuring that airlines operating in Nigeria address passengers’ complaints within the prescribed timeframe.

At different times, the NCAA has imposed sanctions on both domestic and international carriers.

The authority said, “The NCAA has sanctioned Rwand Air for consumer protection-related infractions. The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within the stipulated timeframe.

“In addition, Rwand Air has been asked to replace the passenger’s damaged bag and pay 170 dollars as first-need compensation as stipulated by Part 19 of the NCAA Regulations 2023.”

Like Rwand Air, five domestic airlines got sanctioned by the Nigeria Civil Aviation Authority for various infractions in February 2025, with varying penalties under consideration.

The affected airlines are Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors, and Air Peace.

Barely a week earlier, the BCAA had
cautioned that airlines failing to process passenger refunds within the time frame specified in Part 19 of the NCAA Regulations 2023 would face sanctions.
