Wednesday, June 11, 2025 - The Lagos State Electricity Regulatory Commission (LASERC) has issued Order No. LASERC ORDER/001/2025, formally establishing the regulatory framework for electricity market operations within Lagos State.
This landmark directive signals the official end of the
transition of regulatory oversight from the Nigerian Electricity Regulatory
Commission (NERC) to LASERC, in accordance with the Electricity Act 2023 and
the Lagos State Electricity Law 2024.
Effective immediately, the order prohibits any individual or
entity from engaging in regulated electricity activities within Lagos without a
valid license or permit from LASERC. The commission made clear that licenses
obtained from any other regulatory authority will not be recognised under the
new regime.
All unlicensed operators are required to cease operations at
once and apply for proper licensing from LASERC. Non-compliance will attract
sanctions, including a fine of no less than ₦20 million and an additional daily
fine of ₦20,000 for every day of continued violation.
The commission has urged entities uncertain about their
regulatory status to seek formal clarification to avoid penalties.
While asserting its authority, LASERC also affirmed that all
existing national regulatory instruments, such as tariff guidelines, grid
codes, safety standards, and metering regulations, will continue to apply
within the state until further notice or amendment.
