Thursday, April 10, 2025 - The Human Rights Watch and Youth Empowerment Foundation (HRW) has called on the Inspector-General of Police (IGP) to ensure that law enforcement actions do not undermine Nigeria’s traditional institutions.
The appeal follows the Nigeria Police Force’s (NPF) recent
withdrawal of an invitation extended to the Emir of Kano, His Highness Mallam
Muhammadu Sanusi II, in connection with an incident during the Sallah
celebration on March 30, 2025.
In an open letter dated 7th April, 2025 and signed by the
foundation’s Vice President, Tijjani Sarki, HRW expressed concerns over the
handling of the matter, particularly the way the Emir was addressed in official
communications.
The group emphasized the need for law enforcement agencies
to show respect to traditional rulers, warning against any actions that could
be perceived as an attempt to undermine their status.
“Addressing an Emir without the appropriate protocol is a
sign of disdain, not only to the individual Emir but to the entire traditional
institution,” the letter stated.
“An Emir, whether alive, deposed, or deceased, should never
be referred to without the prefix ‘Emir’ or ‘His Highness.’”
HRW further questioned the necessity of the police statement
requesting the Emir’s involvement, given that the Kano State Police Command had
already made arrests and invited Sallaman Kano, the senior aide in charge of
palace affairs.
“This action should suffice for the continuation of the
investigation without the need to escalate matters by seeking the Emir’s direct
involvement,” the letter noted, adding that any further engagement should be
handled through appropriate channels, in line with traditional and legal
protocols.
While acknowledging the IGP’s swift decision to withdraw the
invitation, HRW urged the police to ensure that future actions do not
inadvertently politicize or disrespect the traditional institution.
“We appreciate the IGP’s prompt action in withdrawing the
invitation, but it is crucial that the police maintain neutrality and
professionalism,” Sarki wrote.
“Matters involving traditional leaders must be handled with
utmost care to preserve both the rule of law and the sanctity of our cultural
heritage.”
